circle of maximum radius enclosed by shape

This measure allows to compute enclosed circle of maximum radius for each shape.

Given a shape, algorithm will compute coordinates of the circle inscribed into shape with maximum radius :

Computation can take care of shape holes or simply ignore it :

This behavior is ruled by measure parameter, see ipsdk::imaproc::shape::analysis::MaxInscribedBallMsrParams.
